Litter louts get off more lightly in St Edmundsbury and Forest Heath than in other parts of Suffolk.

According to Freedom of Information data obtained by the BBC the two councils fined nobody for litter in 2011-12 while Waveney gave out 152 £80 fixed penalty tickets.

But the Keep Britain Tidy campaign supports the councils’ ‘educate rather than prosecute’ stance saying fining is only part of a solution which includes education.
