Norfolk County Council has a new chairman - but is yet to elect a leader and cabinet.
At a full meeting on Monday - the first since elections - Hilary Cox, from Cromer, was selected as chairman.
But members rejected Bill Borrett as leader, after the Conservative councillor was put forward as the only candidate for the job.
Cllr Borrett’s rejection also meant a cabinet could not be chosen.
The council will reconvene on May 24 in an attempt to reach an agreement, with cross party talks to find a suitable candidate ongoing.
