A lorry driver has been arrested after 17 men and two boys from Eritrea were found walking beside the A134.
Suffolk police say several members of the public called them after seeing the men near Ingham on January 17.
A Home Office spokesman said: “Two were independently age assessed as minors and have been passed into the care of social services.
“The others have been released on immigration bail while their cases are considered. If they are found to have no right to remain in the UK they will face removal.”
Police say that two days later a 39-year-old man from Poland was arrested on suspicion of facilitating illegal entry to the UK in connection with the 19. He has been bailed to appear on April 15.
