Norfolk County Council owed more £11.1 in temporary loans while it had £258.5 million in the bank.
At the other end of the scale, Mid Suffolk District Council had only £516,000 in deposits and investments yet had no loans.
The figures were published last week by the Department for Communities and Local Government and give council held loans and deposits on March 31, 2013.
They also show Suffolk County Council had just over £33 million in deposits and investments but no loans.
St Edmundsbury had the highest reserves of any Suffolk district, with £56,000 more than the county council. It held no loans.
Forest Heath had £22 million in deposits and a temporary loan of £3,000.
Breckland held £31 million in deposits and investments with no loans.
