Planned Vision 2031 timetable ‘not confirmed’

A RESIDENTS’ association has hit out at a planned timetable for consultation on a future development on Moreton Hall following delays to a traffic survey.

The Moreton Hall Residents’ Association (MHRA) is concerned the results of a survey, which Taylor Wimpey, Hopkins Homes and Berkeley Homes commissioned a third-party to carry out for the whole of Bury St Edmunds, will not now be available until the end of the year.

Through an open letter to residents, Mike Bacon, chairman of MHRA, said: “This timescale means that the information will only be available at the same time as the final Vision 2031 documents are put out for consultation.

“In our opinion, this does not allow sufficient time to resolve the complex issues that are likely to emerge.”

But, although St Edmundsbury Borough Council had planned for final drafts of the Vision 2031 documents to undergo a final period of consultation in autumn 2012, a spokeswoman said that timetable had not been confirmed because the council wants to ensure ‘people have all the information they need to make informed responses’.

“When Vision 2031 goes to the public examination by an independent planning inspector in autumn next year, we will need to prove that we have deliverable solutions to any traffic issues that growth anywhere in the borough may cause,” she said.

On the delay, a spokesman for Taylor Wimpey said: “The initial study required some updating, so a second study was commissioned to fill in the gaps, and this extra work has now been completed.

“The data produced will be collated to build a model for the traffic flow of the town, which can then be tested to help predict the impact of new development in Bury on the local road network.

“We are now engaging with several organisations, including Suffolk County Council and the Highways Agency, to ensure the model is acceptable.”
