How was council rating calculated?

May I congratulate our borough council for being rated the top council in the country (Bury Free Press, February 15).
Could I please inquire who the voters were in this award and how the award was calculated?

Our council has closed our precious Manor House Museum, is building the Cattle Market (sorry, arc) development, which no one wants or needs, is building itself a village to work from, has provided us with the most hideous cinema with permanent scaffolding, is quibbling over Christmas lights and has removed essential public lavatories.

I could go on.

It is the best? What on earth are the other councils like?
